I also think this is a better recommendation to someone starting to learn web-design now because creating a website now a days has just gone drag-and-drop and anyone can create simple websites with CMS platforms and themes.

My take on this is why lear website design where the competition is stiffer than learning Python where you have a lot of options available

Web designing is a high-demand field. Although there are many web designer out there, still there is place for all. You can find a job on Freelancer or Fiverr.
 
Yes, It will be always in a demand service. You just need to know how to find clients to offer your services to.

Learn HTML, CSS, UI/UX Basic and Basic JavaScrip
Design tools: Figma, or Sketch for creating mockups and prototypes.
 
It will always be in demand but you can also rank and rent websites if you know your stuff well enough.
