Is using phrases from youtube video transcript considered plagiarism by Google?

Yt transcripts are mostly poorly generated. So if I took 'inspiration' from those transcripts to write my articles will I get penalized for plagiarism? Anyone got any experience with this?

What if I spin the transcript content manually? Will it work ?
