Are you doing real redirection (old to new site) or are you buying old domains and want to redirect them?

URL redirect are necessary so that you do not break the links that you have build to the old domain. Redirection of old pages to the new domain will ensure that visitors to the old domain will end up in the right place. A failure to properly redirect will result in a loss of visitors as well as search engine rankings.

It works in most cases as long as the old domain is not penalized! I had pretty good results doing so in the past!

Yes that's exactly what you need to do. If you don't and you have the same content your new site will go nowhere. Just redirect and wait it out and your new site will replace the old one in serps.

Yes, 301 redirects would pass on your rankings.

Yes, it is. But if you have the plan to move permanently to a new domain then go for 301 redirects rather than 302 redirects.

It may work if you do it right and the source domain hasn't been penalized.
