I have created and own all the twitter accounts I use. None of them are hacked or anything like that. I sell twitter followers.

    But is this legal?

I'm thinking about growing the business but before I do that I don't want to be sued by twitter for breaking there terms, or go to jail etc..

Of course it is legal. You can't be sued for breaking somebody's terms and conditions. And, unless you live in a very surreal nation, you can't go to jail for this either. But if you are doubting, maybe you are in the wrong business.

You are breaking twitter TOS but not the law. The worst thing they can do to you is suspend your accounts.
