Hi,
I have an opportunity to get a dropping domain. It has only 5 referring domains however one of them is a governmental link. How powerful is this link for a PBN in terms of link building?

If you can get it for cheap, I would. Otherwise, you can probably find domains like this all over. Maybe also make sure the "government" link is likely to stay alive on the page

only one governmental link, but when they remove from the site then your site is not a worth of 1 inch.
Never put all the eggs in one basket.

How high of DA that these 5 referring domains have? and are all backlinks are do-follow. If yes, you can buy it.
 
Forget that domain. 5 referring domains is not enough for a 1 good link really. If it costs more than $10, then don't even bother.
 
It's not worth the gamble. I mean really tho, you consider buying the domain for that particular gov link?
