Ok so lets say i choose an incentive offer on a cpa company, offer people like half my commision for every lead ? Is this the meaning of incentive? will the cpa company agree with it ?

Some of the CPA companies allow it, some doesn't.
See the description of each offers to make sure that what type of reward the offer owner allows.
If it is incentive cash site allowed, you can share half of your commission.

That's the general idea, however I wouldn't offer cash as an incentive. Try to produce an ebook or something that adds value to the offer you're advertising. With incentivized offers you'll most likely see more leads scrubbed than normal, and if you offer cash you could end up in the red.

drd26, now why would you end up in the red ???? If you paid them after you got paid ??

Hmm offering cash will be good if you just tell someone to get you submits and pay him less then you are getting. How often do cj update their stats? Like when someone submits an email how long will it take to show ?

If you ran a true incentive site and held off paying members until you were paid you'd have nothing to worry about I guess, so you're correct. Most of those sites thrive on users never reaching the minimum payout and are able to deal with scrubbed leads that way.

However, I've ran incentivized campaigns using tracking202 to monitor stats which said I had more conversions than were actually registered and paid from the advertiser. I offered something like a download which was tracked as well and knew exactly how many people had completed the entire form. So from that experience I would be very hesitant to offer a cash back reward.

I guess it all depends on the setup you're running. For me though I'd rather offer something which takes a little time to create as the incentive.

But what about paying just one person to get me the submits ? Like giving him half the commission.
