Is this effective or spam?

Hi guys, i just stumbled upon a wiki post from an edu wiki site, and the thing is that the post had like 2-3 paragraphs but it also had 4 backlinks with anchor text in it.
2 of them are with keywords that are related to the poster's site as i can see when i click on them, and the other 2 have the same URL but different anchor text like click here & read more.
So in total 4 links, 2 with related keywords and 2 with random words probably to reduce the amount of backlinks with the same anchor text or something like that.
What i would like to know is if you think this is a smart strategy that can work with the latest panda update or having 4 backlinks in 1 post is just to much of exposure and looks like spam and will get google penalty??
 
Anyone can comment on that?
Would love to know what some more experienced members in the SEO area think about it.
 
I just talked with someone who provides wiki backlinks service and he said to me that as long as you spin the article with spyntax, having 4 links with anchor text is
fine and is not going to get your site sendboxed or something like that.
Is it true? what do you think about it?
 
This could be called spam because it's intent is not to provide value but to generate back links and boost SERP. However, wiki links are effective post peguine/panda and are great links to use for your back linking.

Define hurt you? You don't link "spam" to your moneysite, doing so will get you penalized in one form or another.

So if spam is something with links that doesn't really provide any real value to the reader, then yes it will hold little value in the eyes of google. Will those links pass link juice? Most likely. Can you effectively utilize "spam" in your linkbuilding strategy? Yes. Where in your linkbuilding strategy? Tiers away from your moneysite.

Thats looks like spam to me. If its spam then that could not be a smart strategy.
 
Why dew you want to place 4 links per article? dont you think it looks not natural?
I would not use it.
What I dew and I have had some good results is placing more then 1 link but from
other sites, for example if your article is about a health issue place some relevant health issue
links from wikipedia or a site that describes that precise health issue, after that what I dew
is place the raw urls that I have used in the article at the end of it under for example
"related sites" or whatever suits best,
this way you can place more links but it does not look spamy, also in the article I like to place all the links in a contextual manner only at the end I place the raw urls I used before.
