I am looking for a script, program, whatever, that can check this page for new reports and send an alert e-mail if one is found:

    Code:
    http://www.egovlink.com/vandalia/docs/menu/home.asp?path=/public_documents300/vandalia/published_documents#
The code would have to click on the "Division of Police" folder, then the "Crash Report" folder, and then the current month's folder, to see the list of reports and check if there are any new ones. If there are, an alert e-mail is sent that includes the report ID or title.

We have this set up on other sites, but apparently this one is not doable in PHP, because it uses JavaScript on the page so it would need a browser apparently.

Is it doable with a Windows programming language that can be installed on a Windows server, or Linux server I guess?

If so, how much to make it? It would need to run every few minutes.

Pretty sure WinAutomation4 with its new Web parsing capabilities would be able to automate the task quite easily.
