Is this code on a child theme malicious?

    Not possible to say anything without looking at those js files. The php code is usual.. it just enqueues some js files to the footer/header depending on when it is called.

    Concerning your screenshot :
    - the first part is telling you something is missing in the add-setting() function ... Hard to tell how to fix that without seing code.

    - the second part is just a deprecation notice, you just have to replace :
    get_bloginfo('stylesheet_directory')
    by
    get_stylesheet_directory_uri()
    to get rid of this alert ...

    So your screenshot is not showing anything malicious... But if you've doubt (hacked theme), get rid of it.
