channel averages 30m views a month. could be worse

is normal, you will always get more subscribers that views, not all your videos will be watched by your subscribers I also skip some videos of the channels I follow in my personal account, maybe he got more views over time or at some point the content got boring and people just stop watching the video either or still seems is a estable channel.
As YouTube updates its algorithm every three months, content that doesn't align with the current trends will see a decrease in views. Even if a channel has a large number of subscribers, that's a thing of the past if their content is not in line with the current algorithm.

Looks normal, he has some high-performing videos with millions of views which probably resulted in the boost of this account.
Some videos will perform better than others, he is posting approx 2 times a day so nobody is really waiting for their content and a lot of people probably got annoyed by the frequency and pressed "do not recommend videos from this channel".
