I'm using a content locker w/ leadbolt and using youtube. If I were to say in the description something like "you may have to fill out a survey or something to view the site so just do that real quick and you'll be on your marry way." would this be against the rules since I'm asking them to do it or am I fine?

Standard content lockers are incentive offers, so you can try saying pretty much anything you like as long as you're not misleading anybody too much...

It depends on the content you're actually locking. If they're simply asked to complete an offer before gaining access to your promoted content, then no problem.

However, I'd oppose putting that description there (unless it's a major part of your plan). From the user's perspective, it may be a deterrent for them before they even access your site. You want to minimize any hesitation and having them see the value of the content on your site will increase the motivation to complete an offer.
