So I had 4 websites all ranked Top #1 for the main keywords.

Hosting was down for 1 month (I didn't know and was very busy this month and didn't check the earnings) so the rankings dropped obviously , so I found another hosting , remade the website and started backlinking again , about 3 weeks have passed and the websites are still in these positions:

    #7
    #44
    #24
    #Not in top 100

(i know n#4 was penalized for sure because it was churn and burn but the others weren't)

The problem is even 3 weeks after the hosting problem , the sites have been up and receiving backlinks but still not top 1 again , specially my second website which has been stuck in 39-45 for over a week now... The other 2 have also been stuck in these positions for over a week now... (I know 1-2 weeks isn't a lot of time when talking about SEO , but since they were Top 1 before it should get the rankings back quite easily...)

    Penalization or what?

Since your hosting was down, your pages were de-indexed and in turn lost ranking, it might take you another couple of months to get back up there.

So I shouldn't be worried about it being a penalization? Scared because the website doesn't move from 39-45

Not a penalization but an effect of your hosting being down. Should come back around soon. That is why you need no down time
with hosting because being offline can really affect you.

Did you remove your former site completely before setting it up again? If there's a chance of duplicated content then your properties could have been penalized. But it doesn't look that way.

What do you mean by "you remade the website"

was this a direct copy of the old site? or you attempted to recreate it?

If you've recreated it from scratch then watch your 404's.
