Is this a negative SEO attack?

This is not a serious negative SEO attack in most cases. Google usually ignores spammy, random links automatically, so disavowing is unnecessary unless you see manual actions or ranking drops.
Only disavow if links are clearly manipulative and causing real issues.

Whether you disavow them or not that doesnot matter since google already mentioned in their update that these types of links are ignored.

Most likely no, not a negative SEO attack

This is common spam/noise. Google usually ignores these links automatically

Disavow is for serious, sustained link abuse, not random spam domains.
