Is there "fake" Moz PA on expired domains?

    I just bought some expired Tumblr and Weebly accounts (from either Fiverr or SEO Clerks). The seller delivered exactly what they said they would. But the accounts have 27+ PA but no content. No articles, no about me or contact pages.
    They just have the PA with no content.

    How is that possible?

    I build 8-15 page Web 2.0s with Autofill Magic. I have some that are over a year old. They have About Me, Contact, and content. I did not build any backlinks to these accounts until recently. But before I started they had a PA of 1. From this I conclude that you cannot gain PA just by registering a blog and having content.

    So how does a no content Web 2.0 have any PA?

    For the price I paid I cannot see the seller going through and manually removing all the content. That would take effort and I did not pay enough for any effort. $5 for 5 Weebly and 7 Tumblr accounts with a username and password.

    Don't all tumblrs have a PA 27 or something like that

    Edit: just checked and they don't but you can literally find loads of pa 27 tumblrs easily

    The tumblr keeps the metrics even after it's expired

    Some expired web2.0 will have default number of PA as the main domain got mega power to flow into those, I thought I read this on Lightingblitz post or?

    And PA is easy to manipulate, at least in 2015, I have no idea about it now, but send shits links, sape links etc will quick bloost your web2.0 PA in the old days.

    PA is not massively reliable as a quality metric but it is never a bad thing to have high metric domains / web2.0 accounts.

    The reason the accounts have no content is that they are expired and re-registered, they are fairly easy to search for with minimal manual effort but they do tend to keep their SEO value.
