is there away to block site loading until activex installed?

hi
i want to know if there is a way to block site from loading until the user install
the activex from ppi company.
now i am using waverevenue activex on my site
and when user get to my site it show up message that he should install the activex to view the site.
but he can see the site so he can click the link on the site and navigate throw it even if he didnt installed the activex

what i am looking for is a way to block the user from see and nevigate the site until he will install the activex

from my statistic now i have 900 uniqe a day but only 7 install aday so i want to make it better
