No op, you can't. Suppose If someone is going to give link back to your site. How can you stop him? All you need is to contact with the owner of that sites that you want your link removed.

You can only ask webmaster to remove the link, but that is afterwards.

Yes you can Remove your site from google Search there are very less chances you will get link.

you cant stop anyone from linking to your site but you cant deny the link by using disavow tool by deny i meant you are telling google that this link has nothing to do with your site.

I am not sure about it MrsCinderella but I heard somewhere that when you disallow the sitemap/robot txt then people will not be able to link your website.
Can anybody correct me if I am going wrong?

You are wrong. You cannot stop anyone from linking to your site. The only way is to ask them not to link to you and it is up to them to honour your request.
