Lots of really good people in elance and envato's own Studio that are able to create a theme that mimics what you want. I've seen some Studio profiles saying they can do it below $350.

Why steal.
Check the theme and install that in yours,there are lots of theme plugin for wordpress.

Why are you thinking about stealing someone's theme. If you search, you will get a lot of free themes for wordpress. If you want I can create a theme free for you.

If someone made a custom theme, it will be tough, almost impossible.

If it's a premium theme, you can snoop through the website code, and find the name of the theme somewhere, and then either buy it or download it from somwhere.
