Try buying a MagicJack seller in your area

That's the solution I'm using. Only $50 per year and cheaper $80+ for 3 years.

You are looking to rent a phone with 4G IP just like renting a VPS correct? Haven't seen it offered anywhere. Someone could be providing that for app development.

@lvt213 There was service offering 3G, 4G + Android phone but that was $100+ per month. So be ready for this price if you find someone offering it still.
