Is there a way to rank keywords/increase traffic without outreach link (guest posting)?

Im working in a digital marketing agency but its just starting handling SEO jobs, the problem is they dont have budget on outreach linking
 
Be it any type of good quality links you need a budget a good one today, it's not like it used be in past you can create hundreds or thousands of links and bank.
If you opt for cheap or free links like web 2.0 etc... it won't help you much they are just good for diversity and branding.

OP clearly said he does not have a budget for link building and you are recommending 'diverse links' :) and comment links (750 backlinks per month) in 2021 to rank for a long-term website?

I like how you can guarantee an increase of traffic from 1k to 10k with $100 comment links :)

OP, you can reach out to the blogs in your niche and see if they accept free guest posts.
 
Outreach links definitely a higer side. thats the reason PBN got a edge here.
 
getting links without a good investment is really tough nowadays,
if you're doing this for clients, you can simply ask them to pay upfront whenever you get a deal with any of the outreached websites,
other links that you can include in the service are some high-quality web 2.0s and crowd links

and ofc, if your agency is new to SEO, it's better to take your time learning and testing stuff before selling any link or you'll simply end as a bunch of scammers selling some crap links
 
If you don't have budget you can build some quality links like: web 2.0, profiles, forum posts
