Is there a way to know if a domain was deindexed manually not using GWT?

    I wonder if there is a way to check if a domain was deindexed manually not using GWT.

    And also...what would be the best way to get it reindexed. We are talking about PBNs.

    No, only GWT will give you a definitive answer. The only way to get re-indexed would be to submit a reconsideration request through GWT. Otherwise maybe transferring registration and waiting a few months to a few years.

    search for site:"yourdomain" on google.
    no results = deindexed / penalized
