Is there a way to do this for my blog site?

    Is it passable to make a post on my blog site stay up to the top all the time or be able to control where it is at instead of it just going to the bottom as more and more posts are added?

    Make the post as a page. Then go to Settings - Readings and set that page to be the front page. You now have that post on the front page and your current posts do not show up on the front page.

    Hope I made sense.

    I just change the time of the post to be the most recent if I want to move it to the top.

    That way the other posts are still visible, but not the first thing the user sees.
