Google recommends .htaccess 301 redirect.what the plugin does is ,it plugin creates an .htaccess file with required settings.so either way its good.
as far as i know there is no difference between doing 301 via hosting and wp plugin. bcoz both will write in your .htaccess file.
go to google webmasters tools.
fill url's and they will change them manually.
You can do a re-crawl via WMT, if you're comfortable using WMT on that site That crawl will immediately pick up the 301.
Since my client already used WMT before, I think this really the best option. After it picked up the 301, I will dumb GMT and go for Yandex
blast it with lots of links will work

My plan is diversify the anchors with manual HPR and helpful blog comments and forum posts, building many citations in HPR local and niche directories and getting links from my own PBN and manually build HQ web 2.0s using mixed anchors. Maybe I will go for some guest posting. I will not use any paid links or whatsoever. Will you still consider this as "whitehat" / safe for WMT?
first think what wmt can collect from your site ?
google know everthing about your site already.
they know from where you are getting links.
they know how many impressions you get.
they know how much organic traffic you have.
they know bounce rate of your site.
adding site in wmt is will only help , you will get notifications of unnatural link + they provide you daily updates of "real" rankings.
if you are doing local seo then do not add too many links to site , build links slowly.
best thing will be to get ahrefs reports of first top 10 sites and then copy their backlinks.
if you will have all backlinks of first 10 site then you will be able to out rank them easily.
Don't forget to get links indexed , google not index links of local niche sites easily. (instantlinkindexer.com will help you)
