Is there a way around the $25 required spend in order to take advantage of the $100 coupon Adwords offers? I heard some people say no, whereas I see indian sellers often selling accounts that spend the full coupon. pm me if you dont wish to post publicly.

No there isn't. Indian coupons still require you to spend money. Also don't buy an Indian account if you're in the US. The currency can't be changed so if you pay from a USD account you'll likely get banned.
