Is there a tool that can make my domain appear on the top page in Bing search?

There's none for Google and other search engines, why should there be one for Bing?
It's hard to do SEO for bing, not necessarily because small sites can't rank or only authority sites rank, but because it's unclear what makes a site rank. Pages I have ranking on Bing were not 'optimized for bing'. They just took off and somehow remain there. I've seen a few SEOs say exact match domains do wonders there but I haven't tried it because of my niche.
You may want to give it a try for your niche.

Yes, there's such a tool... it's called "Microsoft Advertising", works like a charm.
