Is there a penalty if you un301 a website?

If you have a website that was 301ed to another website, but then you wanted to actually build the first website, if you remove the 301 and start putting stuff on the site will Google treat it like normal? Or since it was 301ed will Google think that it would never be used again and it won't get a decent rank.
 
You will be fine, it just takes some time for Google to likely recrawl and reindex the site if it's been 301'd for a while.
 
There's no penalty(at least in my case studies) given to the domain/url that is being 301'd. It'll lose it's rankings though and the authority it has got through the 301. You can expect to get the normal rankings within a month. Also, the links that are showing up on your GWMT for the 301'd domain/url will go away after you remove the 301.
