Is there a new 'holding effect' before indexed links get counted?

I noticed with my AMR and 'rumer links that bottomed me out it took around 2 weeks for the serps to come back.

Now with my new domain I blasted with web2.0 and AMR but I'm still not ranking at all whereas I would usually see results for these within the same day and a couple days latest.

So I'm thinking maybe there is a new purgatory effect where your links get held for screening.
