Doing this doesn't really rely much on backlinks, right? Most of what I've been educated about suggests it's just getting listed on Google and then your results show up based on how far away the person looking for the words is from your company.

Try ranking a local business for a small town in the middle of Wisconsin with a population of 100 people.

Now try ranking a local business in New York City that has 50 competitors in the same city.

    Your speculations aren't accurate.

I cant really agree with this at all. I have few local business websites and

I need to build constant backlinks to all fo them in order to keep my SERPS growing.

Both backlinks and Business listing is important to rank for a local business. Actually if you have lots of positive reviews in many citations sites then the process will get faster and for long term until your competitor didn't let you down with negative reviews;)

    Technically Yes!
You have to also make sure than there is no other content available between/near/around the person and your company.
Based on my experience from couple of years, SERP rankings is the major factor for local ranking as well.
I ranked a local business in a less populated city with a completely new website in 3 weeks. Maintaining consistent NAP on website, citations and local listing and on Social.Used a EMD domain and well optimized on-page with local mentions.
It took me more than 45 days to rank a local business in competitive city with a old website listed on 2nd page and with first page SERPs filled with 3 competitors. Did all the regular local SEO thing.Waited for a week, nothing happened. Then it took lot of link building for the SERPs to improve and then the local listing impressions started building.Sometimes,I do backlink google business page as well.
My experience, distance is not the only the factor.
One thing I understood in my various methods of ranking is that Google treats your local listing as a "website" while ranking.
If you optimize you local listing with good description(you can feature on knowledge graph),correct business hours, and images(the more photos you have, the better you are shown) you can rank better than the businesses which are closer to the person/browser. Lastly.. reviews !! Both on your citations and on your listing really matters. (Of course! a keyword in the review might boost it drastically ;))
I guess I covered pretty much!

    Ignore/Pardon Noob posting!

P.S: @Newbies Please do not PM just because I said I ranked local businesses.I am completely a newbie, still trying to learn the basics and improve. If anybody have questions or need help, please post it on the existing/new thread so that everyone can view and help.

The snack pack (local 3 pack) has a high CTR and in my experience, that's where the best ROI comes from.

Having links from authoritative sites is important but just because a site has a low PA/DA doesn't mean it's not worth much. Look for relevancy.

With all the updates Local has received in the past few years quite a few things have changed. What worked very well at one time doesn't work anymore. For example, a lot of people still believe that submitting your business in every single citation directory your business is going to rank. This couldn't be anymore further from the truth in a successful local campaign today.

At one time just getting reviews and having your business information spread across the internet would rank you and rank you well. This no longer is the case either. Reviews in fact will hurt you in the first few months of doing business. Not like a penalty but from my experience a good rule of thumb is to compare your top 3 - 5 competitors. If they on average only have 10 - 20 reviews and have been in business for years the algorithm isn't going to like that you are getting a few a month as all the other data it has on multiple companies doesn't agree with it. Programs like birds eye for example I personally think hurt more companies then help at this exact point in Google.
Keywords mentioned in the reviews however are beneficial if they are natural.

Website structure is crucial in local and organics.

I see this time and time again with other "SEO Companies" who will hire me to put in a helping hand. They over look the most important thing to Google.. The website.

Having properly organized on page SEO will go a very, very, long way. I just wrote a long long message a few minutes ago so I'm not really up to typing out a hole bunch more..
