Is the 301 redirect more effective when I install wordpress, add content related to my niche and let it index, before I 301 redirect it?
Or doesn't it matter and I can directly set the 301 redirect?

I have some brand new niche related domains and some non-related expired domains.

No, you shouldn't let it index, although the 301 will fix the canonical issue. You're basically adding duplicate content to your site and then "fixing" it with the 301. It's not the end of the world, but that's basically what you're doing.

If it's on the same site, it probably doesn't matter much. Google is pretty good at identifying internal duplicate content. If it's an external site, then I would avoid throwing up a bunch of duplicate pages and having them index. One huge problem I see that is kinda related to this is when people who build a new site accidentally let their dev site get indexed and then they see their production site drop.

Oh I see. Well then eh I don't know why you wouldn't just forward the domain to your production domain. Seems needlessly silly. The page is new and doesn't have any data behind it, and the point is to forward one domain to another? Just forward it and be done with it. Unless you plan to let the content sit for months, I don't see the point.

I think your question must be is 301 high PR expiring domain really passing any link juice these days? My answer based on personal experience it is hit and miss .. recently it was more miss that hit (especially if the expiring domain has different niche)

IF you are targeting a competitive keyword using this tactic then do not bother it is not going to do anything
