Can I buy a new domain and set redirect to my money site and use that new domain post to blog, forum other website. In that case, will my money site get penalty or have any bad effect?

You can do it.. but make sure you do it perfectly. It will mostly not get any negative affect to your money site. You ll get decent ranking by this..

your post is confusing, But if you are thinking of using building links t domain and redirect that domain to your money site. To pass link juice you need to 301 it and if your domain get penalty it will pass to your money site also.
