In Android it is called the Reset option and seems you did a factory reset which removes all data from the internal storage. In this case the data cannot be recovered unless you backed up to an SD card.

Isn't it windows only?
I don't think there are applications for android that would do this sort of recovery. Requires low-level access to the storage device that Android does not expose.
If the information is indeed of a GREAT value, try finding a way to boot linux (rooted android?) and work with the tools Linux has.

Recuva works incase a file is deleted. But incase the OS is reinstalled without a backup or any preservation of data, what is known as a hard reinstallation, then Recuva cannot recover any files of data.
