It depends. :D If you like a good blog and you share it in yourwebsite, and the other blogwebmaster also like something in your blog and shares it with (relevant and quality content), i think its fine, if not done in access. If you do link exchange with footer links, blogrolls, sidebar links, etc (without proper content), it will trigger penalty.

Black hat, white hat, grey hat, pink hat... "Any links intended to manipulate PageRank or a site's ranking in Google search results may be considered part of a link scheme and a violation of Google's Webmaster Guidelines."

The search engines view any attempt to manipulate your rankings is black hat, from IM'ers view link exchange is not black at all. So it depends on the view point.

Exact! I think that manipulating the PageRank is impossible anymore.
The reciprocal links have huge footprint and this is one of the easiest schemes, that can be found from the bots (even easier than footer links and blogrolls). Just one 'parasite' domain can help you avoid this footprint, so it will looks like: yoursite-->linktoyoursite-->parasite . With other words turn the link exchange into one-way links and than will have less problems.

Exchanging links with friends is 100% witehat. In my option they are even good for the visitors, because giving alternative relevant content and choice, but G00gle's algorithms sucks.

Anything you do for the sole purpose of ranking is considered against Google's Webmasters Guidelines. Link exchange would be one example, yes.

I never do it. Only time it makes sense to link back is when there is real value for the user to checkout the page in my opinion.

It is called a "jet black" seo. Sort of blacker than the usual black hat.

Interlinking of network sites is not perfectly unethical as of today. Even Google interlinks their various sites and services. But you never know the future.

Link exchange made willingly is "manipulative SEO" be it whitehat, blackhat, greyhat, bluehat or even without a hat SEO.

It really depends on the niche and what your content looks like. Don't go nuts with it though.

I think many people already mentioned it. To add to it, Link exchange is punished by google long back itself that why people start using 3 way link exchange. so 2 way link exchange will be easily spotted by google and if possible go like giving link from some 3rd site but in that case also don't use same 3rd site every time for link exchange.
