Lets say you want to promote an affiliate product and you go to search.twitter.com and you look at people complaining about the stuff that the affiliate product can solve..

is it wrong to message them and tell them to check out the product?

As far as I am concerned they were complaining and you did recommend a solution but i am not sure if this is spamming..

what do you think?

if you send it twice but it is to different people? each person getting it once

Spam is flooding the Internet with many copies of the same message, in an attempt to force the message on people who would not otherwise choose to receive it.

I send out an affiliate link to my followers usually 1/4 tweets. One tweet is something beneficial to them a tip perhaps, another one will be a quote, then a blog post, and last an affiliate link.

I send one out between 4 and 8 minutes usually, so ends up being one affiliate link every half hour.

get off this site
Why?!?

To the OP, its not "wrong" but it is pretty much spam. Youll get alot of account banned that way im sure, but it could work. I use the advanced search to find people in my niche then follow them and hope they follow me. I send out realted CPA offers/products in my tweets. As far as conversions they are didly squat. I also have about 5K followers spread out through 7 accounts, maybe I just need more.

Yes they ban your account. I tried it. First, the people you respond to get pissed and report you. After about 25 messages, you get banned from seeing real time search results. Finally after about 100 messages your account gets banned.
