Actually no, it's not. We experienced something very similar to this in Germany a few years ago. The 'Telekom' which is the biggest telecomunication company over here owns literally every single fiber cable in Germany. All the other ISPs simply rent the infrastructure and provide their services.
In 2012/2013 the Telekom announced that they will implement a throttle throughout their entire infrastructure. In other words, once you've exceeded 100GB of traffic/month your speed will be throttled to 1024kb/s.
But here's the kicker, if you visit websites or use services that have been verified (you have to pay a shitload of cash to get verification) then this won't exhaust your quota. Same goes for if your speed has already been throttled then you still get full speed access to those verified websites.
People flipped the shit out and they finally stopped the project. But the idea of a 2 class web isn't a new one.
