Are people still using "title" tags with their anchors both for offsite backlink anchors
and also onsite interlinking? Is it still okay to do this since penguin?

I read somewhere that it could be keyword stuffing

One or two exact match anchor links won't hurt you.
But to much of ONE good thing will kill you.
Diversify backlink sources and dilute backlink anchor text!

After penguin, anchor text diversity has become a MAJOR thing in the SEO game. Not only will google penalize you if you use too much money keywords as an anchor text, they will also look at non money keywords (website, source, click here, click, etc). Be sure that whenever you do backlinking that 40% of the keywords are money keywords, and 60% of the keywords are worthless keywords, as this appears a lot more natural to google

I'm surprised people don't read the questions anymore. He's asking about title tags for the anchor, not the anchor text (correct me if I'm wrong op).I still use the title tag for internal anchors because I only link to relevant articles that will help the reader, but I use the full post title for the title tag.As for external links, it depends on the context you are linking from. Is it implied by the anchor text? Or does the title of the post need to show up to clarify what the post being linked to is about? Always try to build your backlinks as naturally as you can. I wouldn't use the exact match keyword as the title tag for your anchor though. Google has been warning more and more against hiding keywords in tags to get a boost. If you want to use the title, I would suggest using variation just like you would for the anchor. Keep it natural looking.

Thanks for actually reading my post, exactly the answer i was looking for. I am mainly using it for onsite, such as linking to specific product in my shop from an article in the blog section, i just want sure if i should be using the title tag for this as is the exact same as the anchor which is a keyword
