Is it safe to index tier pages with blog comments

I have recently purchased a blog commenting service to index and feed first and second tier backlink pages. Is this a safe approach for money websites? Or is it wrong?

The blog commenting service has relatively low OBL (20-30 comments with backlinks) but it still looks spammy for a manual review. The blog pages are high quality pages (TF 25+).

Let me know your thoughts.
 
It's totally fine for tier 1/2/3 but you shouldn't push them directly at your MS.
 
I just try not to go overboard. Also if a service claims 20-30OBL he is more than likely lying. Or the comments are in pages and you'll quickly be off that page.

yes sure, its a safe method unless you try to spam anchor text in your blog commenting. Do it as natually as you can, and your website can earn diversified backlinks profile.
