Some BTC sellers on localbitcoins also ask for ID while making transaction . Is it safe to send them ID ?

I wouldn't, I'd try and find a seller that doesn't ask for that info.

no, a photo of id can cause so many bad things, from identity theft to hack attempts

It isn't safe. But what can you do? The only alternative is to earn it.

Exchanges want your id as well. It's the same problem.

Shouldn’t be a problem. They put big watermark all over the image, plus you can also blur out some numbers.

Never had to, don't know why you would. A buyer asked me for that once, I said no, he insisted, I went to one of the other 50 buyers that didn't ask for that.. easy solution.
