If you actually buy 10M followers and let's say they actually start following the profile, it will be blocked in no time unless it's slowly filling up over the course of months.
Let's say it does fill up, they won't interact or like your posts. So you got a profile with 10M followers and 3 likes per post.
After few days/weeks they might be gone, even after that 1Y guarantee. Then what?
This is a bad way my friend.

i dont think buying 10m followers ANYWHERE is a good idea
