My pp account is already verified using vcc.
I paid someone to do all the procedure.
He emailed me all the details. I didn't
think I would need vcc number again and
didn't pay attention to details which didn't
contain vcc number.

Problem: Can only purchase services, can't make personal
fund transfers, it asks for cc number. Also can't change primary
email address.

Is it safe to add new vcc to the same account and remove the
old one?

You can add an additional vcc, or even a pre-paid debit card to your account. In my experience, PP only verifies the first card entered. So long as the second debit card is registered and associated with at least a zip code, PP accepts it. It may be best to not remove the old vcc, just let it naturally expire, as PP will just switch the primary over to the other accepted card on its own.

Thanks but still confusing. I can easily add another vcc and won't ask for any details right? When i try to trasfer fund it asks for cc number. So, will it work with new vcc number, since it's not primary?

What country is the paypal in? Did you attach a bank account to it? They might be asking for an AVS CC wich is to confirm your location, Maybe you got a regular VCC, if you didnt get an AVS VCC from the supplier, this might be the reason why it is asking for CC again. Zebrahat was giving you a method to create your own AVS VCC, and add it to your account. To answer the initial question, I believe you are allowed to add up to 5-10 CC's to your Paypal.

I am suprised that you are unable to withdraw funds to your bank. As long as you have a bank account attached you should be able to withdraw a minimum of $500 a month without it being verified by CC.

It's singaporean account. No bank account.
I tried to transfer some funds to my friend pp account.

Later, I tried again but it didn't ask for cc number and
fund was transferred.
Earlier it was asking for cc number for security reason.

Can't change primary email either. Even if I add another vcc
I am concerned it'll ask for cc number of primary cc which I don't have.
I think I'll just have to wait for this vcc to expire.

I am not familiar with Singapore accounts. I only use USA accounts. Guess you will have to go with your gut on this. I'm curious, are you located in Singapore?

I am not from Singapore. It doesn't require bank account, so that person created Singaporean account.
I have some funds in the account. After I transfer it, I'll try adding vcc again.

Thanks for suggestions.
