e.g. If Paul sends a text to Sam, is there any data that Sam can access, such that he can see the city (or state, country) in which Paul sent the text from?

    thanks!

    right

that will show me the area code at which he activated his cell phone when he bought it.

But, for example, if he bought his cell phone in LA, and sends a txt from San Francisco, I want to know that he's in San Francisco

only the carrier could tell you. subpoena the carrier for information on where the txt was sent, they will give approximates to the cell tower. have a lawyer or two at hand, and be ready for court. You can also lie or try to get it though social engineering, but if you weren't threatened, harassed, or severely slandered (as a public celebrity or official) they won't do a single thing.

send a text to a geoip page and record the ip. I am not sure how ips work with mobile carriers but I would assume they are using one closest to where the cell phone is.
