I know how to rotate the ip of my computer. But I send emails through phplist from my host and i dont send that many so Im good on staying under my hosts limit. However, I notice the ip thats hosting me seems to get black listed after awhile. Then if I stop emailing for awhile it goes white. I hear people talking about how they rotate ips while emailing. Is this done by rotating your web hosts ip?

The trouble with rotating the IP of your site is that you'll end up with DNS lag. Stale DNS caches will mean that people can't get to your site... and you don't want that. The solution to your problem isn't doing anything with your site - it's not using your site for anything other than web hosting. Just my 5c.
