300$ is a decent salary in the Philippines. Minimum wage is P420 pesos or 10$ per day
Your plan is labor intensive. It would probably be easier to find cheap labor for data entry type of job. However it is extremely hard to find intelligent/knowledge worker who would work for less. You may find some who are willing to give it a try in the beginning. But they usually leave after they have gained some experience. The staff turn over could be high. It is likely that you could spend considerably amount of time looking for staff. Besides, it is hard to plan your business when you know you may not have enough man power to handle the job. Go for quality (find a way to drive down the cost) and aim for recurring business.

@connecting: are you a cebuano? I do know of a few good seo guys here but they are nowhere near the range of $300. There may be but a few good guys who would work within that range but never expect them to fully commit themselves over a long period of time. $500 should be good enough to begin with.
