Is it possible to cannibalize your PA with too many outbound links?

I'm just wondering if this is possible, or if it's just theory. Let's say I create a new post on my site. Let's say the post is 1200 words and I've got 10 outbound links to various places, like Wikipedia, other similar sites, etc... Does that somehow negatively affect the PA of my new article?

Apologies if this is elementary, but I've never quite understood it.

Interesting. I know that linking out is an essential part of a complete on-page SEO plan. So, is there some sort of rule you use? For example, no more than 2 outbound links?
 
Having some outgoing links to strong authority sites will help you, but having too many will do the opposite. Think of it like salt. A little bit makes a bland meal better, but too much makes it worse. You've got to find a good balance but when in doubt not enough is better than too many.
 
Go with whether or not it makes sense for you to link out to 10 different sites. G will see you as an authority if you're linking to relevant related pages - look at wikipedia for example.

PA may drop, but G doesn't look at Moz's rudimentary PA scale when judging how to rank your site.
