Is it possible to buy region or niche specific likes and followers?

I've done some research, can't find the answering. I'm launching a Nightlife promotion company based out of NYC. I have the FBK part covered. The public can't see where the followers are from. But IG is different. They can go to your follower list and see their profiles. Now obviously is will look shady when I have 2,000 Mohameds from India following my page. I only need to upload to photos at the time. Is it possible to get NYC region looking likes and follows? TYIA.

You can try to get photos with geolocation filter by tags and coordinates. See the API Endpoints for research.

You need a custom bot bot/configured for your goals. Basically you need to find users that are from some distinct region. It can be done, but the tasks have to be automated.
