Yes. You need some time of age when applying for Adsense unless it’s an already established entity from another media source.

I don't recall if there is anyone who does that off hand on our marketplace. Consider posting a Hire a Freelancer thread or a WTB thread to buy an Adsense account or approval. I believe that's within the rules here.
