I have seen a lot of people doing this lately, but is that allowed ?

Because you can possibly rank your site on #3 and get a better CTR than the website sitting on #1 if you have pictures, stars and symbols in the description.

If it is allowed to an extent, how does it work ?

Interesting. I don't remember reading anything about it being against google's guidelines, but I'd tread carefully.

    Look into "rich snippets"
It's certainly legal, and many people are using them to get an edge on SERPs, particularly with Blogs, Review Sites, and Recipe sites.

Using the Author Profile rich snippet is legal, and it does have a great effect on CTR.

Faking Review rich snippets is against the rules though, and they've really cracked down on it of late.

I use ASCII symbols in my actual META description though, and I find it improves CTR as well.

e.g. [keyword] ★★★ blah blah blah

Yes, what ever you do, do not do it. I have just finished a seven year stretch for adding stars to my meta title.

I have many sites with stars in the description and all rank. I have noticed google will not display them in the title, but yahoo will.
