Don't reinvent the wheel.
Go check out what competitors are doing and do the same thing, literally. You take the same descriptions, spin them, use the same CTAs, pick the same hashtags, the same audio, the same type of content. And when making videos, make sure you have sufficient brightness because the algo like that.
Comment the posts of your competitors too and add value, to get noticed: "Totally agree with that, you could even [add value]" so people will start to notice you.

It depends on the niche and how saturated it is.
However, it's getting more difficult to grow IG accounts lately but it's possible especially if you have aged accounts and use collaboration method.
