i mean subdomain of wordpress.com, can it be ranked with spam and not get penalty?

Do you know any recent case studies regarding this?

I think that any (sub)domain that ranks with spam can get a penalty.. (a lot of them don't! :))

You don't see many wordpress.com sites on the SERPs for valuable kw's. There's probably a reason for that ;)

You mean wordpress.org that free hosting?
Don t use that for your website if you think your website will bring profit man but it can be good for testing your website.
You can spam but do not spam the same link all the time with the different account.Try create different content or may be create the website similar .

As barto pointed out above, there are very few wordpress properties ranking for any meaningful terms nowadays. They are still great for tier 1 link building though.

If you spam your wordpress.com blog you might not get a Google penalty, you'll probably just get banned from wordpress.com and have your site deleted entirely.

High risk of penalty is always there in spamming!
it doesn't matter if it's wordpress or not!

Use Web 2.0's for your Tier 1 links, or supplementary sites. Unless it's stupidly low competition, don't consider them for ranking.

Although it is more difficult to rank wordpress.com websites nowadays, it is still possible and I saw many websites holding good positions with spammy links even for keywords with moderate competition.

I wouldn't put serious effort into a web property I don't own or fully control.

I've got a Wordpress page in my T1 that's on page 2 for my main keyword.

It wasn't all that hard to rank, but I definitely spent some time writing good content for it.
EDIT: I should add that I did not spam this page. Built a handful of good quality links, that's it.

If you're going to do a site.wordpress.com T1 you may as well do Tumblr and Weebly and others as well. Obviously they aren't the same as having a .com EMD but they are free. Which is why they get spammed to hell by noobs 24/7 which is a secondary reason why they aren't as valuable.

So there is nothing "wrong" with it... but if you have the money you would be better off doing your own domain.
