Was just reading a small banner ad on BHW and it read that it's common to get scammed for services.
Is there a good market here for reliable programmers? I am in Ukraine right now and have bumped into many programmers working for Russian Casinos and stuff, working 9-5 everyday for $300/month. Is there a market for me to direct their services here? This would definitely stick out to Europeans here as some banks are trans-euro so payment via systems such as Webmoney and some Europeans banks would be simple?

So is there a surplus of freelancers or people wanting freelancer services, especially here?

I will say you need to check and talk to them their before you make any decision,
and if it is a big project ask for referrals. altough on freelancer it not common from my experience.

Just look at there feedback and talk to them first make sure they are legit workers and people per hour is good because it basically has a escrow service on all jobs.

I have had bad experience with freelancer. Try elance as it seems to be more scam proof as they use escrow service to prevent both buyer and seller's interest.

Well it is pretty common to get scammed in freelancer sites. You should be smart enough to create milestones and release only when satisfied

Odesk, freelancer and Elance are great market place. You will find a lot of experience programmer. You can hire them on hourly bases. If you think that the freelancer is not good enough you can end the contract and search for another expert. Odesk also offer money back guarantee for expert freelancer. So if you are not satisfied you can clam your money. When you are going to hire someone, please take a look on his reviews and feedback.

I'll put it this way... If you don't know how to do exactly what it is that you want outsourced, prepare for a greater possibility of being scammed. If you know how to do it yourself, tell them exactly how to do it, your way. Of course, there may be a few things you wish to leave out of the details, because you don't want to give someone too much information. But ideally, you'd tell them how you want it done, and while first establishing your working relationship with them, pay very close attention to what they do, and how long it takes them to do it. If you have experience in the field, then you'll know about how long it SHOULD take. Also, I recommend paying them per job, rather than hourly. This way, they'll focus more on completion, rather than stretching the work out.

Wait who's getting scammed? The guy wanting services or the programmer?
Because if it's the guy wanting programmers then I have found a gold mine of programmers in Ukraine who will work 100% and full time maybe $300-400/month

I hate Freelancer!! even when you know what you want. you have all these coders they tell you yes and amen and then provide total nonsense which is not so bad as you dispute the milestone payment.. but the worse part of it is that you loose your precious time... I hate them! had so many bad experiences oh my god!
