Well, it's hard to answer your question. Can you describe more about what you would use the VPS/Dedicated Server for?
Because, it's hard to answer this question without any idea of what you will be doing with the server. It depends on the scenario.

VPS is great it you need high bandwidth. If your needs are high cpu/ram and low bandwidth, you would be better off setting up your own server

If you mean actually creating your server that would be expensive, unless you are running very demanding programs or you are planning to resell. You could go for a dedicated server instead or a VPS- In this case i would vouch for a dedicated server.

by making your own server you mean like physically owned by you? That would need too much time to setup and manage. If you mean a dedicated server then it depends on your requirements. Go with a company where you can work with VPS and they can upgrade your account or shift everything to a dedicated server. You can try cloud hosting too. Just click few buttons and you have more resources.

Spin a VPS, takes little time to get one running, unless you are going to do high CPU intensive, getting one from DigitalOcean (for example), is cheap and honestly effortless.
