After getting hit with a manual review I want to make sure my tier 1 really good quality. I was thinking about blasting those with sape and powerful blog network links. Has anyone been penalized by doing this? You think G will start looking this deep into the process? The last thing I want to do is start a new site! It was for my offline business so I had to change the name and everything. A real pain in the ass.

I haven't tested it personally but I wouldn't say it was 100% safe, nothing really is online. In a way i think it could be dangerous just because it could potentially cause your tier 1 to become penalised for having purchased links just like it would do to your site if you sent then directly towards it.
Then you are linking from that damaged property to your site. Just seems like a recipe for disaster.
    Just a thought though.

I won't say it is 100% safe but is far better than linking those SAPE and blog links directly to the money site..

Yes they are. I use them regularly on my Tier - 1 pumper sites.
